The Manitoba Provincial Nominee Program (MPNP) has several pathways, each with its own eligibility rules. A nomination is a provincial step toward permanent residence; Immigration, Refugees and Citizenship Canada (IRCC) makes the final permanent-residence and admissibility decision.
For many skilled workers, the first question is whether their connection is ongoing employment in Manitoba or an eligible connection from abroad. That distinction points to different MPNP pathways.
Skilled Worker in Manitoba
This pathway centres on ongoing Manitoba employment. The province checks the worker's valid authorization to work, qualifying employment history and a long-term, full-time job offer from a Manitoba employer, among other conditions. Work performed without authorization, self-employment and some work during full-time study do not count in the same way as qualifying employment. Verify the current pathway criteria before relying on months worked.
Skilled Worker Overseas
This pathway requires an established connection to Manitoba, such as eligible support from a resident friend or relative, previous education or work in the province, or a Manitoba invitation under a strategic recruitment initiative. Points alone do not replace the required connection. The province also assesses employability, language, settlement resources and the ability to establish economically in Manitoba.
Expression of Interest is not an application
For the skilled-worker pathways, an Expression of Interest (EOI) is a profile in Manitoba's selection pool. The province may invite a candidate to submit a full application. An EOI score or invitation does not guarantee nomination, and nomination does not guarantee permanent residence. Keep all profile claims accurate and supported by documents.
If you are also considering federal economic immigration, compare the MPNP route with Express Entry. The two systems have different eligibility and timing, and some nominations may be linked to an Express Entry profile.
What to gather before an assessment
- proof of your Manitoba employment, employer and current work authorization, if applicable;
- evidence of a Manitoba supporter or prior Manitoba experience, if relying on it;
- language results, education and documented work history;
- your intended settlement plan and family details; and
- previous EOI profiles, invitations or immigration decisions.
We can identify the pathway's current requirements and which claims need evidence. An initial consultation is $180 plus applicable provincial taxes, separate from application representation. Consultations are available in English and Russian.
